The cooperation between the participating countries was coordinated in the National Representatives' Conference, to which each participating region sent a 'National Representative'. Between 1996 and 1997, a total of four national conferences took place that focussed on the further development of the network and the implementation of the school projects.

In each of the regions, a Project Coordinator assigned by the respective National Representative conducted the school projects, which lasted for several months, together with a further trainer. In countries such as Denmark and France, the National Representative and Project Coordinator posts were filled by the same person. The trainers for training the peers were themselves trained in Söchau in Austria in November 1996 and in Enschede in the Netherlands in January 1997.

The peer training and the work of the peers in their classes took place in spring 1997. It proved essential to gain the express permission of the school managements and the full participation of the schools in the projects. In some schools, committees comprising school students, teachers and parents were created who monitored the project. Via the project management, the schools in turn were supplied with information material or informed at regular information events about the course of the work. General public relations work was also carried out.
