The actors within euro net agree that Europe must be understood and developed not just as an economic community but also as a social community. Thus euro net emphasises the social components in the process of European unification.

The further development of the European Community and the European Union beyond a mere economic community was enshrined in the 1991 Maastricht Treaty that sets out to create not just an economic and monetary union but also a political union. The basis for this was the Community Charter of Fundamental Social Rights for Workers that was adopted in 1989.

The European Commission's concept of 'social protection' encompasses a wide range of social policies. For instance, the European Commission has developed a coordinated approach to health policies. This approach also covers a programme for addiction prevention aimed at preventing drug dependency. This is intended to be achieved by various means. The Commission promotes European cooperation while also supporting individual national measures. The addiction prevention programme is also concerned with coordinating national strategies and programmes for avoiding dependency and drug use.

By exchanging expertise at the network level and conducting jointly developed projects at the regional level, euro net endeavours to further develop health promotion across Europe in the sphere of addiction prevention.
